Total Resilience is a UK based not for profit social enterprise with a mission to support the development of resilience within vulnerable UK and international communities.

Our mission is funded through a variety of funding streams and includes the delivery of a range of highly professional business services. These services are designed to enhance the resilience of all businesses (in particular sole traders; small and medium sized enterprises) and organisations (Emergency Services; Local Authorities; NGO’s and Charitable/not for profit sector) thereby assisting to protect them from critical harm. Resilience is delivered by the introduction of effective management systems and planning processes which seek to minimise the likelihood and impact of disruptions and disaster, and enable a quicker and more effective post incident recovery.

The Team

Company Director:

 Mark Taylor MSc CBCI

A recently retired UK senior police officer with 30 years’ experience, Mark has managed teams and projects whilst operating at a force, national and international level.

Specific areas of expertise include: emergency planning, operational and business continuity planning, crisis management, public order policing, CBRNE, critical and major incident management, command and control, de-briefing and organisational learning, training/exercise development and delivery, and conflict mediation. Mark is also a part-time lecturer at Coventry University with a particular academic interest in disaster management, emergency planning, health and safety, and community/organisational resilience. He is a member of the International Association of Emergency Managers (IAEM), associate member of the Emergency Planning Society (EPS) and subscribing member of the British Standards Institute (BSI). Mark is qualified for PTLLs and has the following UK Police training qualifications: Trainers Development Programme (Centrex 2005) and National Public Order Tactical Trainers Course (Centrex 2002).

 Richard Rowland CMgr FCMI, MSt(Cantab)

Whilst serving as a police officer for 30 years, up to the rank of Chief Superintendent, Richard gained experience covering both operational and organisational leadership, major project management, technology insertion and major event organisation. He led a significant restructuring exercise for a major business area of the force, reducing costs by £5 million.

Richard’s last two commands encompassed area command and leadership of intelligence, research, analysis, performance, resource management, event planning and the ‘extended police family’. In addition Richard was both a ‘Silver’ and ‘Gold’ Public Order Commander and an assessor for the College of Policing’s Gold Public Order course. Richard is qualified for both PTLLS and CTLLS and is an associate of the College of Policing. In addition to this, he is an accredited trainer for Victim Support and is rolling out the Victim Awareness Course nationally. He has delivered training to the University of Portsmouth and chairs an advisory committee for Reserve Armed Forces.

Tony Birr

Tony has 32 years of police & military service; his last role being the head of Hampshire Constabulary’s Marine Unit managing the policing and security presence in the “Solent” maritime community. Following a long & extensive police career, primarily as a detective, skills include: Crime Investigation, Operational Management, Interview Management, Counter Terrorism Legal Advisor, and Intelligence Management.

In addition, Tony is a Careers Ambassador for the British Marine Federation delivering regular lectures on their behalf and was an approved trainer for Hampshire Constabulary delivering National CID Foundation Courses, Investigative Interviewing and Family Liaison. Achievements include designing and implementing a project for Hampshire Constabulary which lifted the pass rate for the National Investigators Examination (2004) from 40% to 90%. This included: research, training needs analysis, lesson planning and delivery. He is a visiting lecturer for the Greenwich Maritime Institute Msc course on Maritime Security and Workshops for SMi on Maritime Crime with delegates traveling from across the world. He has also ran workshops for AH media on “Working Together”; the audience being ACPO officers, Heads of Departments and PCCs.

Chris Simms

Chris is an experienced Service Delivery and Project Manager whose areas of expertise also include Business Continuity and Risk Assessment. A former senior manager at Shell, Chris has also worked for a number of IT Service companies. He is a member of BCI (Business Continuity Institute) and a certified PRINCE II Practitioner.
